Did you run an ANALYZE -f -i- -v4 V:\Operations1\VSS\data?

Can you please rerun with --verbose and --debug?

The problem is, that your archive is broken. There is garbage in your 
archive files. running with --verbose and --debug should show the 
problematic file and you could try to move this file out of your data 
directory. This will prevent vss2svn to pick up the file for conversion.
